Pencil Sourcing Checklist
40-point verification checklist for importing pencils from China — covering supplier qualification, certifications, quality, packaging, and logistics.
This checklist is designed for stationery importers, private label brands, and retail buyers sourcing pencils from Chinese manufacturers. It covers the five critical areas where sourcing mistakes are most costly: supplier verification, certification validity, product quality, packaging compliance, and shipping documentation.

1. Supplier Qualification
Verify the factory is real, experienced, and capable of serving your market.
- Confirm factory location and production capacity (ask for Google Maps / Baidu Maps pin)
- Request business license (营业执照) and export license
- Ask for 3+ years of export history documentation (customs records or buyer references)
- Verify the supplier is a manufacturer, not a trading company (request factory photos with date stamp)
- Check if the factory has dedicated quality control staff (not just production workers)
- Ask for client references in your target market (e.g., European retailers)
- Confirm annual production volume and current capacity utilization
- Verify MOQ flexibility — can they handle trial orders of 3,000–5,000 pcs per SKU?
2. Certification Verification
Certifications are non-negotiable for European and regulated markets. Verify, don't trust.
- FSC Chain of Custody — verify certificate number at info.fsc.org (not just a logo on the website)
- BSCI audit status — confirm grade (A or B) and check validity date (renewed annually)
- ICS audit — required by French retailers (Auchan, Carrefour, Casino). Ask if applicable
- ISO 9001 — verify issuing body is accredited (check IAF MLA database)
- EN71-3 test report — must be per-SKU, not a blanket certificate. Check test date (<12 months)
- REACH compliance declaration — must list specific substances tested, not just "REACH compliant"
- Request original certificate PDFs, not screenshots or photos
- Ask if certificates cover the specific product lines you are ordering (some cover only part of production)
3. Product Quality Inspection
Define and verify quality parameters before mass production, not after.
- Request pre-production samples (golden samples) before approving mass production
- Specify pencil grade (HB, 2B, etc.) with hardness tolerance range in writing
- Confirm wood type: Basswood (premium), Poplar (economy), or Cedar (specialty)
- Check wood moisture content specification — should be 8%–12% for dimensional stability
- Verify "knots-free" wood selection for premium product lines
- Test lead centering — off-center lead causes breakage during sharpening
- Confirm lacquer coating layers (typically 4–6 layers for premium finish)
- Test sharpening quality — clean cut, no splintering, smooth barrel surface after sharpening
- For color pencils: verify color consistency across batches (request Pantone reference matching)
- Arrange third-party inspection (SGS, BV, Intertek) before shipment for orders >$5,000
4. Packaging & Labeling
Packaging errors cause customs delays, retailer rejection, and added cost. Get it right the first time.
- Confirm EAN-13 barcode placement and readability (test scan before mass print)
- Verify CE marking is present on packaging for EU market
- Check TRIMAN recycling logo for French market (mandatory since 2015)
- Check Green Dot (Der Grüne Punkt) symbol for German market
- Confirm material identification codes on packaging (recycling compliance)
- Request SRP (Shelf-Ready Packaging) design approval if supplying to supermarkets
- Verify inner box and master carton dimensions match your warehouse pallet configuration
- Confirm packaging artwork approval process — who signs off, how many rounds included in price?
5. Logistics & Documentation
Shipping from China to Europe takes 25–35 days by sea. Plan documentation in parallel with production.
- Confirm Incoterm (FOB, CIF, or DDP) and which party arranges freight forwarding
- Request production timeline in writing: sample approval → mass production → packing → loading
- Verify the factory provides: commercial invoice, packing list, bill of lading, certificate of origin
- Confirm FSC COC transaction certificate is issued per shipment (not just the annual certificate)
- Request EN71-3 and REACH test reports matched to the specific production batch
- Clarify who pays for third-party inspection and re-inspection if first inspection fails
- Confirm payment terms — standard is 30% deposit + 70% before shipment (T/T)
- Establish communication protocol: designated contact person, response time SLA, preferred channel (email/WhatsApp)
